“La visión es ser una institución que promueva y formule la planificación integral, para el desarrollo minero metalúrgico de los minerales, incluyendo los tecnológicos y de tierras raras, en el marco del Modelo Económico Social Comunitario Productivo del Estado Plurinacional de Bolivia”, expresó Carvajal.
Dijo que el artículo 348 de la Constitución Política del Estado determina, entre otros aspectos, que los minerales son recursos naturales de carácter estratégico y de interés público para el desarrollo del país. Además, en el mismo texto constitucional establece que es de propiedad y de dominio directo, indivisible e imprescriptible del pueblo boliviano y corresponde al Estado su administración en función del interés colectivo.
