El Gobierno central y los estados federados acordaron este paso en una videoconferencia de urgencia para evitar el colapso del sistema sanitario, atender a los llamamientos de los expertos y tras la cascada de medidas regionales que se han ido adoptando en los últimos días.
“Es el día de hacer lo necesario”, aseguró el canciller alemán, Angela Merkel, en una rueda de prensa convocada en la que argumentó que las restricciones previas “no han sido suficientes”.
Merkel, quien destacó que se trata de evitar la “sobrecarga del sistema sanitario” reduciendo al máximo los contactos interpersonales, reconoció que las restricciones afectan severamente a “mucha gente”.
Cierre de comercios no esenciales y colegios
El acuerdo incluye el cierre de todos los establecimientos comerciales considerados no esenciales, que se suman al ocio, la cultura y la gastronomía, que suspendieron su actividad a principios de noviembre.
Los colegios y las guarderías permanecerán cerradas tres semanas y media, dejándose la puerta abierta a la educación a distancia y estableciéndose retenes de guardia en algunos centros para casos excepcionales, como hijos de padres con profesiones esenciales.
Las reuniones en Alemania seguirán limitadas a cinco personas de dos domicilios (sin contar los menores de 14 años), aunque las condiciones se relajarán levemente entre el 24 y 26 de diciembre para permitir encuentros familiares (aunque no en Nochevieja, Año nuevo y Reyes).
Para Nochevieja y Año nuevo se va a decretar una “prohibición de reunión” nacional en espacios públicos y se va a prohibir la venta y uso de productos pirotécnicos, algo tradicional en esas fechas.
Además, se recomienda el trabajo desde casa, no viajar ni dentro ni fuera del país, se restringen los oficios religiosos mediante medidas de higiene y distanciamiento, y se prohíbe el consumo de alcohol en lugares públicos.
Las medidas de seguridad se extremarán en las residencias de personas mayores, donde se realizarán varios test semanales a los profesionales sanitario y, en regiones con mayor incidencia, también a los visitantes.
El ministro de Finanzas de Alemania, Olaf Scholz, avanzó por su parte la prolongación y mejora de las ayudas financieras puente para empresas y autónomos, con el objetivo de asegurar la liquidez a los perjudicados por los cierres.

La decisión supone una victoria de la tesis de Merkel, que había abogado desde hace semanas por endurecer las restricciones. Pero las competencias en ese ámbito recaen en los estados federados, que hasta el momento se habían resistido a un confinamiento duro o no habían sido capaces de consensuar una postura unificada.
Alemania registró en las últimas 24 horas 20.200 nuevos contagios por coronavirus y 321 muertes, según cifras del Instituto Robert Koch (RKI), centro epidemiológico de referencia.
El récord en ambas categorías se produjo este viernes, con 29.875 nuevos casos y 598 víctimas mortales. Este sábado se comunicaron unas cifras ligeramente inferiores: 28.438 nuevos casos de COVID-19 y 496 muertes.
En los últimos siete días, se han contabilizado 140.383 casos en Alemania ―el país más poblado de la UE con 83,2 millones de habitantes―, con lo que la incidencia acumulada en ese período para el conjunto del país es de 169,1 casos por cada 100.000 habitantes.
