El Concejo Municipal de La Paz promulgó este martes un paquete de leyes que fue rechazado y observado por el alcalde paceño, Iván Arias.
El Movimiento Al Socialismo (MAS) asumió de manera transitoria la directiva a cargo de los concejales Javier Escalier y Pierre Chain.
“Ante el abandono del oficialismo, los concejales del MAS-IPSP asumieron hoy la presidencia y la secretaría del Concejo Municipal y procedieron a promulgar el paquete de leyes que fueron rechazadas por el alcalde de La Paz, Iván Arias”, indica un reporte institucional.
El concejal Pierre Chain, quien fue proyectista de la Ley de Fiscalización y Auditorías y del Perdonazo Tributario, explicó que todas las leyes fueron incorporadas para su promulgación en la sesión de este martes.
Según informó el equipo de comunicación de Chain, las leyes fueron aprobadas por la mayoría de los concejales de la Sala Pleno. Detallaron que Jorge Dulón, presidente del Concejo y Oscar Sogliano, secretario del Concejo, abandonaron la directiva solicitando licencia y dejando la presidencia al concejal decano Javier Escalier.
Aseveraron que, Escalier invitó al concejal oficialista, Lucio Quispe, asumir la secretaría, pero éste se excusó, lo que permitió al presidente en ejercicio invitar al concejal Pierre Chain para que asuma el cargo y dar cumplimiento a la Orden del Día, promulgando las siguientes leyes:
- Ley Nº 471 de Abrogación del Decreto Municipal N° 031/2021,
- Ley Nº 472 de Implementación de Internet Gratuito a Estudiantes en Etapa Escolar hasta el Bachillerato en el Municipio de La Paz,
- Ley Nº 473 de Reactivación Económica del Macrodistrito III Periférica,
- Ley Nº 474 para el Estudio del Diseño Técnico y Creación e Implementación del Parque Industrial en el Macrodistrito Periférica;
- Ley Nº 475 de Fiscalización y Auditorías del GAMLP,
- Ley Nº 476 de Desarrollo Económico y Preservación Paisajística y Territorial
- Ley Nº 478 modificatoria de la Ley 460 de ampliación del Perdonazo Tributario hasta el 30 de junio de 2022.
Al concluir el acto de promulgación, la directiva instruyó a la Secretaría del Concejo remitir en los plazos correspondientes al Ejecutivo Municipal para efectos administrativos y advirtió que cualquier incumplimiento será sancionado de acuerdo a normativa legal vigente.
