La Vicepresidencia del Estado Plurinacional de Bolivia, en coordinación con la fundación Friedrich-Ebert-Stiftung en Bolivia, llevó a cabo el miércoles el tercer conversatorio en democracia que abordó el tema de tierra y territorio, disputa inconclusa, en torno a su propiedad, acceso, saneamiento y distribución en el país, evento que tiene el objetivo de alentar espacios deliberativos en democracia.
El secretario general de la Vicepresidencia, Rubén Saavedra, mencionó en su intervención que los conflictos por la tierra y el territorio fueron parte de una disputa permanente en la República de Bolivia, que se ha trasladado al Estado Plurinacional.
“El Estado Plurinacional de Bolivia ha dado pasos significativos en el tema agrario, comparado con lo que se propuso y se realizó en el largo periodo del Estado Republicano, el Estado Plurinacional ha logrado consolidar el estado de la tierra para quienes la trabajan en el marco de la economía plural. No se niega el derecho propietario a ningún tipo de propiedad, aunque se prioriza a los pequeños productores”, manifestó.
En el evento, también participó el presidente de la Cámara Agropecuaria del Oriente (CAO), Óscar Mario Justiniano, quien indicó que desde la implementación de la Reforma Agraria, el Estado boliviano ha tratado de perfeccionar el derecho propietario de la tierra.
Los conversatorios en democracia realizados en la Vicepresidencia del Estado, son un espacio de diálogo plural y deliberación pública orientado a la reflexión compartida sobre diferentes temas de interés colectivo en torno al proceso de transformaciones en Bolivia. En ellos, se espera la concurrencia de distintas voces que, desde concepciones y prácticas diversas, expongan y debatan ideas que puedan abonar la reflexión colectiva.
Saavedra resaltó que no se puede ignorar que hay aspectos pendientes y a mejorar respecto a la tierra y el territorio. “Se tiene que fortalecer la visión del Vivir Bien en armonía con la Madre Tierra en todos los productores rurales que coexisten con todos los seres vivos en sus tierras y territorios”, complementó.
El acto también contó con la participación de Jan Souverein, Director de la fundación Friedrich-Ebert-Stiftung en Bolivia; Silvestre Saisari, Representante del Movimiento Sin Tierra (MST); el investigador Diego Pacheco; y Eulogio Núñez Aramayo, Director Nacional del INRA.
