El presidente Luis Arce promulgó este jueves la Ley 237/2021-2022, que declara al periodo 2022-2032 como “Decenio de las Lenguas Indígenas”, para revalorizar, revitalizar, conservar y desarrollar las lenguas indígenas originarias del Estado Plurinacional.
Esa norma fue promulgada en un acto que se realizó en la Casa Grande del Pueblo y contó con la participación del canciller Rogelio Mayta, la coordinadora residente del Sistema de las Naciones Unidas en Bolivia, Susana Sottoli, y autoridades indígenas del país, entre otros.
“(Esta promulgación) es una reafirmación de esto, que es la profundización de nuestro Estado Plurinacional, donde Bolivia ha mostrado al mundo entero que se debe respetar a los pueblos originarios en todas sus manifestaciones culturales, expresiones y lenguas”, dijo el jefe de Estado.
Este decenio tiene por objetivo llamar la atención sobre la grave pérdida de lenguas indígenas y promover la conservación de las mismas, garantizando a los Pueblos Indígenas Originario Campesinos y Afrodescendientes el ejercicio de los derechos culturales y lingüísticos.
“El país cuenta con la normativa favorable respecto al uso de las lenguas indígenas y originarias. El plan busca atender otras áreas de intervención del Estado que, además de la educación, deben contribuir a la vitalidad y sostenibilidad de las lenguas indígenas originarias. Se trata de hacer efectiva y consolidar la oficialidad de las lenguas”, indicó.
Explicó que la presente ley se pone a disposición de las organizaciones sociales, institucional públicas y privadas como propuesta de articulación y de iniciativas orientadas a la promoción, difusión y revitalización de las lenguas indígenas y originarias del país, con el objeto de generar políticas públicas e institucionales.
Ese documento fue entregado al jiliri irpiri apumallku del Consejo Nacional de Ayllus y Markas del Qullasuyo (Conamaq), Ramiro Jorge Cucho, quien agradeció la promulgación de esa norma importante que revalorizará la identidad cultural, gracias a la lucha revolucionaria de las tierras altas y bajas del país.
“Hoy seguimos fortaleciendo a nuestras lenguas para que vayamos profundizando la implementación de un verdadero Estado Plurinacional de Bolivia con nuestra identidad cultural y eso hoy lo estamos viendo con la promulgación de esta ley tan importante”, dijo.
Por su parte, la coordinadora residente del Sistema de las Naciones Unidas en Bolivia, Susana Sottoli, destacó la iniciativa del Gobierno boliviano para garantizar el uso de los idiomas de las naciones y pueblos indígenas originarios en todas las instancias del Estado, que se adelanta a la declaración que emitirá el viernes la Organización de Naciones Unidas sobre ese tema.
Informó que la Unesco identificó en Bolivia 30 lenguas nativas en nivel vulnerable y en peligro de extinción debido a diversas causas.
“Hoy Bolivia se adelanta a la promulgación de (una declaración) mañana (en las Naciones Unidas) y se adelanta con la ley que hoy se promulga y que se enmarca de acuerdo al plan estratégico de las lenguas indígenas. Sin duda, el cumplimiento y ejercicio de los derechos indígenas será altamente favorecido por estas legislación”, manifestó.
